REVERE — Police Chief Joseph Cafarelli will say it was a matter of timing, but the fact remains it was the Metro North SWAT Team, which he commands, along with MBTA Transit Police, who actually arrested alleged Boston Marathon bomber Dzhokhar Tsarnaev.
